Procedure Assessments
Street Works Management will carry out assessments of how you currently undertake and operate within the street works environment and write procedures that are workable, welcomed and give you the edge on achieving top performance results. A questionnaire has been devised to ensure SWM gain complete and detailed information from you on procedures that you currently adopt under the street works legislation.
If you are a local authority then you will be asked, for example, what percentage of works you inspect, do you have a system that ensures that you look at recently completed jobs or defects and how they are recorded; do you charge for sample inspections, or skips, scaffolds and hoardings; do you include these in your routine inspections of the highway. How do you cope with defective ironwork or safety at works? These are just examples to give you an indication of how easy and quickly this exercise will be completed.
If you are a Statutory Undertaker, then you will be asked a similar set of questions in relation to your current procedures, for example, have you a monitoring system for visitors to site? Do you record how the site was before works began and afterwards? Are you aware of your obligations regarding site safety, set up procedures and access to properties? Are the local authorities penalising you too much, what rights to you have to challenge?
Completion of the questionnaire is quick and simple and you will be helped through the process, usually over the phone prior to any visit. You may be asked whether you have a current written health and safety risk assessment for your team; this is essential for compliance with H&S policies. (Street Works Management will be able to undertake this element for you).
It is envisaged that you will include all members of your street works teams in the discussions, for any changing procedures that may be introduced. It is appropriate that your inclusions in assessments are complete, for the services offered to be workable and welcomed.
Street Works Management has split the procedures into three aspects, namely the New Roads and Street Works Act, the Traffic Management Act and IT procedures related to the two Acts.
